PCR testing procedures for participants and media representatives

All participants of EAWF 2021 and Forum events, as well as media representatives and staff who will attend EAWF events, must undergo PCR testing for the novel coronavirus infection (COVID-19) to activate their badge.

In order to access the Forum venue from 08:00 on 13 October, participants must take a test at one of the dedicated EAWF testing centres no earlier than 08:00 on 10 October and no later than 24 hours before arriving at the Forum venue.

You should undergo PCR testing exclusively at the EAWF 2021 testing centres. Test results from other testing centres will not be accepted.



The result will automatically be sent to the Accreditation Centre. There is no need to submit the result of the PCR test. It is possible to receive an accreditation badge first and then take the test, or vice versa. The badge is activated after a negative result has been received, and will work until the end of the Forum.


Please ensure that your test result is negative and your badge is active before travelling to the Forum venue.


Plenary meeting 14 October

Attendees of the plenary session held on 14 October must undergo an additional PCR test on 13 October starting from 08:00 until 18:00 at a Forum testing centre exclusively.

For the convenience of participants in attendance at the venue, additional testing centres will be in operation at Tavricheskiy Palace and the Parliamentary Centre on 13 October.

Cultural programme activities

Guests will be admitted using their active badges or special invitations upon presentation of a negative PCR test result for COVID-19 to the staff at the checkpoint.

Procedures for PCR testing during installation work

  • PCR testing for the duration of installation work must be done exclusively at EAWF 2021 testing centres. Test results from other testing centres will not be accepted;
  • The first PCR test must be taken at least one day before the site visit;
  • Then a PCR test has to be taken once every 6 days;
  • During installation work, the badge is active for 7 days from the date of the test.

  • Technical staff involved in the Forum will undergo PCR testing exclusively at the Forum's PCR testing centres. PCR tests may not be taken at other locations;
  • Testing must be completed no earlier than 08:00 10 October and no later than 24 hours before your arrival at the Forum venue;
  • The activation of the badge takes place automatically when a negative result is received. The badge is activated for the entire Forum period;
  • To attend the plenary session on 14 October, an additional PCR test must be submitted on 13 October starting from 08:00 until 18:00 at a Forum testing centre exclusively.

Information about COVID-19 immunity

All Forum participants and media representatives are required to provide information about their immunity to COVID-19 in their personal web office.

  • Information about previous coronavirus infection (COVID-19) status.
  • Information about the presence or absence of COVID-19 antibodies (where antibodies are present, please upload a scanned copy of a document confirming the presence of antibodies).
  • Information about COVID-19 vaccination status (if vaccinated, please upload a scanned copy of a document confirming vaccination).
  • Information about permanent residence and temporary address in St. Petersburg during the EAWF 2021.
  • Foreign citizens arriving from abroad to attend the EAWF 2021 must upload a document (in Russian or English) confirming negative results from a PCR test for COVID-19 taken no earlier than 72 hours before arrival in Russia, indicating which country they arrived into Russia from in order to attend the Forum.

Where to find your ID

At the EAWF 2021 PCR testing centre, you will need to show your ID (passport) and show your badge (if you have already received one), or give your member ID.

The ID can be found in your personal web office (on the home page to the right of the photo).

It is not possible to upload data to the personal web office or activate the badge in order to access the event without first linking the test results to the participant ID.

Taking a PCR test in Moscow (fees apply)

PCR testing in Moscow is subject to fees. You can pay for the test upon arrival in cash or by bank card.

The cost of one test is 1,800 roubles.

Testing is strictly by appointment only. Please arrive at the time of your scheduled appointment. The Forum organizers use this information to ensure that testing centres run smoothly and are not overwhelmed.

The result of a PCR test taken in a regional laboratory is automatically uploaded onto the accreditation system and the accreditation badge required for entry to the Forum will be issued upon receipt of a negative test result.

The badge will be valid from the receipt of a negative test result until the end of the Forum.


PCR testing in St. Petersburg (free of charge)

PCR testing at EAWF 2021 testing centres will be carried out by appointment on 10–13 October from 09:00 to 20:00. Please arrive at the time of your appointment. The Forum organizers require this information to plan participant logistics and ensure that the testing centres can cope with demand. At other times, testing will be carried out on a first come, first served basis.

On 14–15 October, testing will be carried out on a first come, first served basis.

Test results

PCR test results from EAWF 2021 will be automatically uploaded into the accreditation system, and a negative PCR test result will activate your site access badge. Without a negative PCR test result, the accreditation badge is not valid.

Before travelling to the Forum venue, please ensure that your test result is negative and your badge is active. You can verify the information in one of the following ways:

  • email notification;
  • a mark of readiness in your personal web office;
  • call the Forum Call Centre at +7 (812) 406 7470;
  • call a Roscongress Foundation specialist.

The results of PCR tests will be sent to all participants and media representatives in Russian and English. Foreign participants and media representatives can present them when crossing the border and upon arrival in their country of residence.

Preventive measures at the EAWF 2021 venue



  1. Prevention measures en route to the venue

    Participants, drivers and staff must wear masks in shuttle buses and rented vehicles. Passengers on shuttle buses must observe social distancing of 1.5 metres when taking their seats.

    Surfaces in shuttle buses and rented vehicles are disinfected after every journey. The vehicles are washed and disinfected after every shift.

  2. Temperature measurement

    At the entrance to the Forum venue, all participants and staff have their temperature taken using non-contact thermometers. Participants and staff whose temperature is above 37.1°С or who have symptoms of an infectious disease (respiratory infection) will not be allowed into the EAWF 2021 venue.

  3. Personal protection equipment (PPE) and disinfection

    Participants and staff may only access the venue while wearing a mask. Masks must be worn for the entire time while in attendance at the venue. The organizers are able to provide disposable face masks and hand sanitizer.

    The items are packed in clear packages and placed in special dispensers at the Forum venue. The dispensers are designed for individual packages. They have an opening at the bottom for easy access to personal protection equipment.

    It is recommended that masks be changed every three hours and that hand sanitizer dispensers throughout the venue are used.

    Official delegation members and chief executives may attend official events without a mask if the other participants have a negative PCR test and are wearing masks.

    Forum staff are provided with a supply of personal protective equipment (masks and gloves), disinfectant and hand sanitizers. Dining area staff must wear masks and gloves at their workstations.

  4. Social distancing

    Forum participants and staff must observe social distancing of 1.5 metres and follow the special markings.

  5. Air sanitization

    The air and surfaces will be disinfected with 'Alpha-01' ultraviolet pulse xenon disinfection units.

  6. Socially distanced seating

    Participants and speakers in the business programme halls will be seated at a social distance.

  7. Medical assistance

    There is a first aid point at Tavricheskiy Palace. Ambulance teams will be on duty in the immediate vicinity of Tavricheskiy Palace, the Parliamentary Centre and the Universe of Water museum complex for the entire duration of the Forum.

    Any individuals on site who present with a fever or show any other signs of infectious disease will be taken to an infectious disease hospital by special transportation.

    Participants with a high temperature or symptoms of infectious disease will be medically evacuated to the Botkin Hospital for Infectious Diseases, the Filatov Children's City Clinical Hospital No. 5 and other approved medical institutions.

    Information about individuals suspected of carrying infectious disease will be sent to Rospotrebnadzor immediately.

  8. Cleaning

    Surfaces at the Forum venue are cleaned with antiviral disinfectant.

  9. Print information resources at the Forum venue

    Printed information materials are available at the Forum venue in limited quantities. A detailed programme can be found on the Forum website in the 'Programme' section, or you can check the programme scheme, which will be in each participant bag.

Medical assistance

Documents

In order to receive timely medical assistance if you have confirmed COVID-19 symptoms, please make sure to carry an identification document (passport) and a compulsory health insurance certificate (valid in the Russian Federation) at all times.

If you are a foreign citizen, you must have your passport and migration card with you.

Detection of COVID-19

Upon receiving a positive test result, you will need to stay at your accommodation (place of residence) and call a medical worker by calling 122 for further epidemiological response measures.

 Within 24 hours, you should tell the organizers of your accommodation to pass the information to Rospotrebnadzor.

Please note that entry to the Third Eurasian Women's Forum (EAWF 2021) will be automatically blocked.

Hospitalization

The Forum organizers have compiled a list of medical organizations dealing with general ailments and infectious diseases for the emergency hospitalization of participants and staff working at the Forum in case of illness.

Any individuals who present with a fever or show any other signs of infectious disease will be taken to an infectious disease hospital by special transportation.

A designated health worker will be on standby at Pulkovo Airport and can request special transportation to the Botkin Hospital for Infectious Diseases. If a patient is in a moderately severe or serious condition, the airport health worker will call the on-site ambulance team.

In case of emergency at a hotel, ambulance teams should be contacted by calling the emergency services.

There is a first aid point at Tavricheskiy Palace. Ambulance teams will be on duty in the immediate vicinity of Tavricheskiy Palace, the Parliamentary Centre and the Universe of Water museum complex for the entire duration of the Forum.

COVID-19 medical assistance for citizens of Russia

Regardless of where the compulsory medical insurance was issued, citizens are entitled to all basic types of medical assistance anywhere in Russia.

COVID-19 medical assistance for foreigners

According to Decree No. 186 of the Government of the Russian Federation dated 6 March 2013, 'On Approval of the Rules for Provision of Medical Care to Foreign Citizens in the Russian Federation':

  • State and municipal medical institutions shall provide free medical care to citizens, unin-sured under the compulsory medical insurance, including foreign citizens and persons without citizenship only in emergencies in case of sudden acute illness or condition or acute exacerbation of chronic illness constituting a life-threatening event;
  • Primary medical assistance, including specialized primary medical assistance shall be provided for free to foreign citizens in case of illness, injury, poisoning or other conditions requiring emergency medical treatment;
  • Emergency medical care (except primary medical assistance, including specialized primary medical assistance) and scheduled medical care shall be provided to citizens uninsured under the compulsory medical insurance, including foreign citizens and per-sons without citizenship under an agreement for paid medical services.

The staff of medical institutions contacted by a citizen for emergency or scheduled medical care must do the following:

  • check the patient's identification document (passport);
  • inform the patient that medical assistance shall be provided under an agreement for paid medical services and offer to draw up an agreement;
  • with patient consent, process the supporting documentation (patient's informed consent to paid medical assistance, paid service agreement, supplementary agreement including a list of paid medical services, patient's consent to personal data processing, patient his-tory).
